McDONOUGH HOLLAND & ALLEN WELCOMES NEW ATTORNEY
SACRAMENTO/OAKLAND, Calif., March 22, 2004 – McDonough Holland & Allen PC, one of Northern California’s legal leaders representing both public and private sector clients, adds associate, Gabrielle P. Whelan, in the firm’s Oakland, Calif. office.

"In anticipation of continued regional growth in the redevelopment and public law sectors as well as real estate, we have added solid attorneys to the firm. Gabrielle joins the rest of the firm in providing top-notch legal service to businesses and private partnerships in the Sacramento and Oakland area."
Whelan, 39, joins the firm’s Oakland office, which specializes in public and municipal law. Her practice has an emphasis on redevelopment, land use, public contracting and employment law for public agencies and private entities. Prior to joining McDonough, Whelan was the assistant city attorney for the city of Tracy and the deputy city attorney for the city of Livermore. She has represented and advised cities on a variety of matters including the Brown Act and land-use issues, CEQA, and election law, and she has litigated matters involving land use and the Public Records Act in both superior and appellate court. Whelan earned her J.D. from the Santa Clara University School of Law (1994) and her A.B. from Dartmouth College (1986).
