McDonough Holland & Allen PC Names Ed Quinn Managing Shareholder

SACRAMENTO, March 20, 2008 Effective Apr. 1, Edward J. Quinn, Jr. will be the new Managing Shareholder of McDonough Holland & Allen PC, a leading Northern California law firm representing both private and public sector clients. Quinn succeeds Jeffry R. Jones, who has completed a four-year run in this critical leadership role and will continue in his real estate practice.

“I couldn't be more pleased with Ed as my successor, who has consistently demonstrated strong leadership capabilities,” said Jones. “Ed has made significant contributions within the public law practice group and the firm by delivering exceptional service to our clients. Through his leadership, McDonough will continue to expand its practice to meet the demands of our current clients, as well as to serve new clients throughout California.”

Quinn, who has been with McDonough since 1985 and previously served as its Board chairman, is a shareholder in the Public Law Practice Group. Emphasizing redevelopment and land use law, he represents private developers and public agencies predominantly in the Sacramento Region. Quinn has advised both foreign and domestic corporate clients regarding U.S. real estate and plant and equipment investments.

Quinn has had significant involvement in major Sacramento area development and redevelopment projects, including work on the Sheraton Grand Hotel, representing developer David S. Taylor; the California Public Employees Retirement System (CalPERS) headquarters expansion, representing CalPERS; the Lot A office building and Esquire Plaza project, again representing developer David S. Taylor; the Sutter Medical Center, Sacramento Midtown Campus; the California State Teachers Retirement System (CalSTRS) headquarters building; the Westfield Galleria at Roseville; the Westfield Downtown Plaza; and the East End Lofts mixed-use project. He also has had long-term involvement in regional industrial investment/reinvestment on behalf of NEC Electronics, Blue Diamond Growers, Campbell Soup Company and Kikkoman Foods.

“I look forward to building on the remarkable work Jeff began as we continue to expand on our practices and refine our business model in conjunction with our clients’ evolving businesses,” said Quinn. “As a firm, McDonough looks forward to many exciting developments in the years to come, not the least of which is the relocation of our Sacramento headquarters. I’m honored to be trusted with this leadership opportunity during the next phase in our firm's development.”

Quinn is active in the local community, as well as within the professional arena. He formerly served as president of the Sacramento Area Commerce and Trade Organization (SACTO) and chair of its Pacific Rim Committee, as well as the ex-officio director of the Sacramento Metropolitan Chamber of Commerce and chair of its International Trade Committee. In addition, Quinn has presented throughout the state on economic development, land use and redevelopment issues. He was recognized on The Best Lawyers in America 2007 and 2008 land use and zoning law lists.

Quinn is a graduate of the United States Air Force Academy (B.S., 1972). He received his M.A. in economics from the University of Pittsburgh (1973) and his J.D. from the University of Michigan Law School (1977). He earned his LL.M. in international law from Harvard Law School (1982). Quinn served on active duty in the U.S. Air Force from 1972-1985 and was a member of the U.S. Air Force Reserve from 1985-1995, retiring as Lt. Colonel in 1995.
