Press Releases MCDONOUGH HOLLAND & ALLEN SHAREHOLDER WILL LICHTIG HONORED FOR CONSTRUCTION INDUSTRY ACHIEVEMENT ENR Magazine Recognizes Entrepreneurial Attorney Among SACRAMENTO, Jan. 22, 2008 – McDonough Holland & Allen PC Shareholder William A. Lichtig was named one of Engineering News-Record’s (ENR) Top 25 Newsmakers of 2007. The editors of ENR, a leading construction industry trade publication, chose the honorees, all of whom were featured in the magazine during 2007, based on their innovations and achievements in serving the best interests of the construction industry. The newsmakers were profiled in ENR's Jan. 7/14 issue and will be recognized at events on Apr. 3 in New York City. “Will has wrestled with construction litigation for more than two decades. During that time, not only has he supported his clients fully, but he has helped them create ways to turn industry adversaries into integrated building teams – all in an effort to deliver faster, better and less costly projects while minimizing litigation,” said Jeffry R. Jones, managing shareholder at McDonough. “Our firm has seen the hard work Will has put into this process, and we congratulate him on this much deserved accolade.” Lichtig was featured in the Nov. 26, 2007 issue of ENR for his innovation and use of the integrated form of agreement (IFOA), which he developed in conjunction with Sutter Health, a Sacramento-based owner of medical facilities. Lauded as a radically different kind of contract, the IFOA is a multi-party agreement intended to support Lean Project Delivery and reduce the adversarial relationships in projects by having the owners, designers and contractors share both the risks and rewards. The IFOA, which Lichtig wrote in a generic form for the Lean Construction Institute (LCI), is already changing the classic business model for building design and construction. As an LCI board member, Lichtig is also actively speaking on behalf of the organization about the myriad benefits of Lean Project Delivery and the IFOA. A member of McDonough’s Construction practice group, Lichtig focuses on construction, surety and public contract law. He represents contractors, public and private owners, material suppliers, and sureties in preparing contract documents, bid protests, construction administration and contract disputes. Lichtig lectures on Lean project delivery, mechanic’s liens and related remedies, construction claims and disputes, alternative dispute resolution and other aspects of construction and public contract law. In addition to his work with LCI, Lichtig serves on the Associated General Contractors of California’s (AGCC) Legal Advisory Committee and on AGCC’s Delta Sierra District Board of Directors. He actively participated in developing the American Institute of Architect's (AIA) Integrated Project Delivery Guide and has presented on integrated project delivery to the Construction Users Roundtable, Construction Owners Association of America and the California AIA's 2007 Change Conference. Lichtig is also a member of the American Bar Association’s Public Contracts Section and the Forum Committee on the Construction Industry; the Associated Builders and Contractors, Golden Gate Chapter; and the Construction Law Subsection of the Real Property Section of the State Bar of California. He earned his J.D. from University of California, Davis School of Law (1982) and his B.A. in anthropology from University of California, Santa Cruz (1979).
