McDonough Holland & Allen Shareholder Joe Coomes Honored With Lifetime Achievement in Redevelopment Award

SACRAMENTO, Apr. 8, 2008 – McDonough Holland & Allen PC Shareholder Joseph E. Coomes, Jr. has been honored with the Lifetime Achievement in Redevelopment Award from the California Redevelopment Association (CRA). The Board of Directors of CRA established the award, its highest honor, to recognize individuals for meritorious service and career-long contributions to the field of redevelopment in California. Coomes, one of four lifetime achievement award recipients, was recognized at the 2008 Annual Conference on Mar. 26 - 28 in Anaheim, Calif.

“This confirms the universally high esteem in which Joe is held by his colleagues and peers in the redevelopment community. Not only does this award honor those who have achieved great distinction in the redevelopment industry, but it also recognizes those who have managed to uphold the highest professional and ethical standards throughout their career,” said Edward J. Quinn Jr., managing shareholder at McDonough. “The attorneys and shareholders at our firm have seen Joe’s dedication to his career through the clients he represents and the projects he undertakes, and we whole-heartedly congratulate him on this much-deserved honor.”

Coomes, a member of the Public Law Practice Group, concentrates his practice on redevelopment, land use and planning law. Under his long-time leadership, the firm serves as special redevelopment counsel for multiple California cities and counties and for several cities in other states. The firm also represents numerous major developers in complex land use matters and negotiation of development agreements. Coomes has successfully negotiated some of the largest and most difficult urban, mixed-use redevelopment projects in California, including San Francisco’s Yerba Buena Gardens and downtown San Jose’s Silicon Valley Financial Center. With a distinct specialty in military base closure and reuse, he has played a pivotal role in the redevelopment of Hamilton Field in Novato, Calif., Mare Island in Vallejo Calif., and Fort Ord in Monterey, Calif., as well as in reuse planning for other closed military bases in California.

Locally, Coomes represented the owners of Arco Arena and the Sacramento Kings NBA team in a successful public refinancing of the private debt on the arena and team, which enabled the Kings to remain in Sacramento. He also helped negotiate and structure a tax-exempt financing of a downtown convention center hotel.

In addition to his CRA recognition, Coomes has been honored with: the “Samuel J. Cullers Outstanding Achievement Award” from the Sacramento chapter of Lambda Alpha International; “Best Lawyers in America 2007 and 2008;” “Lawyer of the Year” from the Sacramento County Bar Association; “Sacramentan of the Year” from the Sacramento Metropolitan Chamber of Commerce; “Distinguished Counsel Award” from the Housing and Development Law Institute; and the “Fame Award” from Commercial Real Estate Women. Coomes has served as president of the Sacramento Metropolitan Chamber of Commerce, chairman of Valley Vision, chairman of the Capitol Area Development Authority, president of the Sacramento Area Commerce and Trade Organization and chairman of the Advisory Board of Sacramento Public Affairs Center.

Coomes is a frequent lecturer on urban development and land use planning before state, national and international organizations, including engagements in London, Tokyo and Beijing. He received his L.L.B. from University of California, Boalt Hall School of Law (1957) and his A.B. from University of California, Berkeley (1954).
