Eleven McDonough Holland & Allen PC Attorneys Named
Best Lawyers in America

SACRAMENTO, Oct. 13, 2008 – McDonough Holland & Allen PC, a leading Northern California law firm representing both private and public sector clients, announces that eleven of its attorneys have been named to the 2009 distinguished list of “The Best Lawyers in America®”: Jim Clarke; Joseph E. Coomes Jr.; Patricia D. Elliott; Michael T. ("Tod") Fogarty; Stephen L. Goff; Jeffry R. Jones; James L. Leet; William A. Lichtig; Edward J. Quinn, Jr.; David J. Spottiswood; and Harriet A. Steiner. Based on peer reviews, the list is widely regarded as the definitive guide to legal excellence in the U.S. by both the legal profession and the public.

Clarke, distinguished in the Tax Law category since 2005, is a board member and shareholder in the firm’s Business Services Practice Group, where he provides general corporate and tax counsel to a wide variety of private and publicly traded companies. His practice includes all aspects of transactional and personal income tax planning, including mergers and acquisitions, reorganizations and business dispositions and executive compensation. Clarke earned his LL.M. (1989) and his J.D. (1988) from the University of the Pacific, McGeorge School of Law.

Coomes is recognized in the Land Use & Zoning Law and the Municipal Law categories for the third year running. He is a shareholder in the firm's Public Law Practice Group, where he represents numerous public agencies and major developers in complex land use matters and in the negotiation of development agreements. Coomes is a leader in California military base closure and reuse projects. Coomes earned an L.L.B from the University of California, Boalt Hall School of Law (1957) and his A.B. from the University of California, Berkeley (1954).

Elliott, shareholder and leader of the firm’s Real Estate Practice Group, is recognized in the area of Real Estate Law. Her practice includes negotiation and documentation of complex real estate acquisitions and sales, leases, loans, and other real estate-based transactions for private and public clients. Elliott assists residential and commercial developers, as well as institutional investors, in acquiring and disposing of real property. She earned her J.D. from the University of California, Davis School of Law (1983) and her B.S. from the University of New Mexico (1967).

Fogarty, a board member and shareholder in the firm’s Real Estate and Litigation Practice Groups, is recognized in the area of Appellate Law. He has represented major developers, lending institutions, hospitals, pension funds and public entities in a wide range of business and real estate disputes at both the trial and appellate levels, including before the California Supreme Court. Fogarty has special expertise in title insurance and escrow litigation. He earned his J.D. from the University of the Pacific, McGeorge School of Law (1975) and his B.A. from the University of California, Santa Barbara (1972).

Goff is distinguished in the Commercial Litigation and Health Care Law categories for the third year running, and is the lead litigation shareholder in the firm’s Health Care Practice Group. His practice includes handling all types of disputes in the health care field, with special focus on disputes between health care providers and payers. He also counsels health care providers on contracting and operational strategies, as well as legislative and public policy issues. Goff earned his J.D. at the University of California, Boalt Hall School of Law (1984) and his B.A., Phi Beta Kappa, from the University of California, Davis (1981).

Jones, former managing shareholder at the firm and member of the firm’s Real Estate Practice Group, is distinguished in the area of Real Estate Law. His practice covers a diversity of large real estate transactions for both public and private clients. Jones received his J.D. from the University of the Pacific, McGeorge School of Law (1979) and his A.B. from the University of California, Davis (1971).

Leet has been recognized in the Tax Law category since 2005. Chairman of the board and a shareholder in the Business Services Practice Group, Leet’s practice includes all aspects of corporate, partnership and personal income tax planning. He advises his clients on issues relating to real estate exchanges; structure, formation and operation of partnerships and limited liability companies; and planning and implementation of corporate reorganization and business acquisitions. Leet earned his LL.M. in taxation from the University of Florida (1981) and his J.D. from the University of Santa Clara Law School (1979).

Lichtig, recognized in Construction Law, is a shareholder in the Construction Practice Group. He focuses on construction, surety and public contract law. Lichtig serves as special counsel to Sutter Health, providing a full range of legal services in support of its $5.5 billion design and construction program and in a similar capacity for the California Prison Healthcare Receivership's $8 billion building program. He has been instrumental in instituting innovative project delivery solutions, including Lean Project Delivery, and developing supporting documents, including the Integrated Agreement for Lean Project Delivery. Lichtig earned his J.D. from the University of California, Davis School of Law (1982) and his B.A. from the University of California, Santa Cruz (1979).

Quinn, managing shareholder at the firm, received distinction in Land Use & Zoning and Municipal Law categories for the third year running. He is a member of the firm's Public Law Practice Group. In addition to representing cities and private developers throughout California, he advises foreign and domestic industrial clients in real estate and plant and equipment investments. Quinn received his LL.M. from Harvard Law School (1982), his J.D. from the University of Michigan, School of Law (1977), his M.A. from the University of Pittsburgh (1973), and his B.S. from the United States Air Force Academy (1972).

Spottiswood has practiced law for more than 40 years and has been on the Best Lawyers list in the Real Estate Law category since 1991. An of counsel in the firm’s Real Estate Practice Group, he focuses on real property transactions of all kinds, including sales, leases and various types of joint venture arrangements. He earned his J.D. from the University of California, Boalt Hall School of Law (1966) and his B.A. from the University of California, Davis (1963).

Steiner, shareholder in the Public Law Practice Group, is recognized in the area of Municipal Law. She has represented the City of Davis since 1986 as city attorney. She represents the Sacramento Metropolitan Cable Commission as general counsel and other public agencies as general or special counsel. Steiner focuses on land use, environmental law, telecommunications law and cable television franchising, wastewater and municipal water, public financing, air quality, and transportation matters. Steiner earned her J.D. from the University of the Pacific, McGeorge School of Law (1983), her M.A. from the State University of New York, School of Information and Library Services (1973) and her B.A. from the State University of New York, Harpur College (1972).
